Child Start Programs Child Start serves as an umbrella agency to four major programs: Child Care Resource & Referral (CCR&R) CCR&R provides services to parents to help them find quality child care and services to providers including training, referral services, resource library, and technical assistance. Head Start is an early education program for three and four year old children from low-income families. Early Head Start (EHS) Early Head Start is an early education program for pregnant mothers and children from birth to age three.
